how to use findAddressCandidates when searching for an address in hebrew

I try to use findAddressCandidates with an address in hebrew but get no results:

https://geocode-api.arcgis.com/arcgis/rest/services/World/GeocodeServer/findAddressCandidates?languages=esri_he&langCode=he&countryCode=il&address=חולון"

the same request but with the address in english return good results.
please advise if and how can I use hebrew address.
