Script for ArcGIS 10.8 to remove Global Shapefile layer or broken link without opening MXD

Is it possible to remove a Global Shape-file layer ( FEMA NFHL for example) or a broken shapefile link without opening the mxd? I was able to successfully remove a shapefile referenced to my computer but no luck with a global shapefile.
