Open Templates in ArcGIS Pro

I have downloaded templates for Pro from my agencies sharepoint.  These files are *.spx *atx and *.gdbindex 

I have not been able to find them when trying to locate a template on startup or by importing.

How does one activate/apply these files in AGIS Pro?

Those are not template files. Those are files that are located within a file geodatabase. You need to download the entire folder, i.e. <name>.gdb.

Once you have the folder in the location your want, then ArcGIS Pro will identify that as a geodatabase and you can interact with it.
