Allow extent changes using bookmarks without requiring "Activate" on map frames

When making a layout I am allowed to "zoom to layer" within a map frame without activating the map frame. However if I want to change the extent to that of a Bookmark, then I have to activate the map frame. The need to activate to use Bookmarks seems unnecessary and significantly slows down workflow.

I think we'll need some clarification to understand what is being requested.

It is currently possible to use bookmarks for a map frame in a layout without activating the map frame.

This is also described in https://pro.arcgis.com/en/pro-app/latest/help/layouts/work-with-a-map-on-a-layout.htm

Can you clarify what the idea is asking for?
