Does anyone know if there are any tools or automated ways to identify missing tiles from a cached map service?
The goal is to not manually check every area are every scale.

The Manage Map Server Cache Status geoprocessing tool may be what you are looking for. It creates an output polygon feature class that shows coverage at various scale levels. Run this tool against your service, and it should give you a visualization of the current cache status.
