How would I distribute a state into 5 sections - 5 polygons - based on county populations?

I am simply trying to distribute a workload for 5 employees based on county population values for a state. Thanks in advance for any insight.

If you have the population in blocks(groups,tracts) you could use Districting for ArcGIS | Download
