I get the following when I try to publish to arcgis server.
The server is federated
Arcgis enterprise 10.5.1
I can access the rest url
Any help much appreciated

I've done a little research, it looks like this issue can occur when the ArcGIS Server Windows service account does not have internet access. Do you know if this is the case for your ArcGIS Server?
If so you might want to try the following workflow:
ArcGIS Server - Common problems and solutions
When accessing ArcGIS Server Manager, the ArcGIS Server Administrator Directory, and the ArcGIS Server Services Directory through HTTPS, it takes some time (up to a minute) for the applications to load in Internet Explorer.

Just set up ArcGIS Enterprise 10.7.1, and got the same error.
Server is federated, we also use the WebContextURL because we have a final DNS that is different than our internal server URL.
I checked the logs and have this WinINet error.
I cannot acces the services URL that is it trying to reach, it gives me a 404 error.
My ArcGIS Server does not have access to Internet, and the IT department will not grant us this access as it is a secure environnment.
Our WAs are on the same machine, in a DMZ without reverse proxy.
Tried all the technical support pages I could find but nothing is working so far.
Do you have any other idea?

I'm unable to overwrite a small existing service from desktop. Several restarts and it always gets hung up on "creating service definition...(folder size 0KB)" progress bars stays stalled about halfway. Something must be up ESRI!

It's just a polygon layer that I created to test.
Any other ideas?
No proxy configured. TLS 1.0, 1.1 and 1.2 are enabled. I did follow the link and sorry that didn't fix the issue.
See if you have a table in the map doc that you have forgot about. I had that an error once similar to this and had forgot I had added the table. Good Luck.

You also might want to take a look at this article as the error message looks very similar.
Error: A connection with the server could not be established (WinINet Error while using HTTPS security, 12029), URL=https://machine.domain.com:6443/arcgis/services
Do you have any forward proxy configured under 'Internet Options' on the ArcGIS Server machine?
Is TLS 1.0, 1.1 and 1.2 enabled under 'Internet Options' on the ArcGIS Server machine?

What client are you publishing from? ArcMap or ArcGIS Pro?
Are you publishing from the ArcGIS Server machine or another client?
What are you publishing? A map service, a feature service, or a hosted feature service?
