I am trying to filter Building and Permitting data by proximity or by attribute and then share the resulting features with another person within my organization in a map view (Not Attributes only!).

The Query Widget as well as the custom eSearch widget both allow for you to query/search for attributes of proximity and then export those results out to different formats that could be shared with others.

Thank you Robert - this helped! I used the Query widget to then export to a new layer hosted in ArcGIS Online to which others could then view with a viewer user role.
