Why in ArcGis Online the decimal separator in the number format to Mexico is a (comma)',' and not the '.' (dot) that we use?

Why in ArcGis Online  the decimal separator in the number format to Mexico is a (comma) ',' and not the '.' (dot)?

Mexico use the dot to separate decimal numbers ('999,999.99' ) and the date format is 'dd/mm/yy' .

Please modify this item.

I have the same problem. I need to import a table with numbers "." followed by decimals, but ArcGis online thinks they are fields with strings ...
