two ways:

https://<fqdn>:7443/arcgis/portaladmin

shows the Version

or
https://<fqdn>:7443/arcgis/portaladmin/license
this shows the Version of the licenses being used.

To fetch the version number when not an administrator use REST api:

https://{domain}/portal/sharing/rest/portals/self
