Publish and Use OData MapServices

OData appears to make life easier.  Here's a good white paper by David Chappell.

I'd like to be able to publish a mapservice as an OData endpoint, and also have ways to consume it provided in the web sdks.

$top would be nice to have -- to limit results of a query
