Choose scale range for tile packages

When choosing the number of levels for a tile package the scale ranges are very useful. For one thing, it starts at 591,657,527 which is way too large. Our entire service are is covered by 457,421, which is level 7 or 8 depending on whether you start at 0 or 1. We seldom go beyond 70,000, and usually less than 40,000. 30,000 and lower is getting to be the norm.
So, I would either like to be able to set the starting scale, to say 500,000, or pick a scale range, which would be like levels 8 to 20.
Another nice feature would be to set the scale of each level so we could control what features are in a level.
Most important would be selecting a scale range or setting the starting scale
