Provide similar panning ability in RCE as ArcMap

In ArcMap, users have the ability to click and hold the third / middle mouse wheel to pan / scroll the map. It would be beneficial if that same functionality was available in the same / similar manner within the Roadway Characteristice Editor (RCE). This is likely to be browser dependent.

Great idea.

I would like to see the view controls docked so a user does not have to move between tabs to navigate the map.

Awesome idea!! Many times I have forgotten that I am not in Arcmap and tried to use the same panning features in RCE as ArcMap. Would love to see the same functionality for both programs.
