Include an option in the WebApp builder basemap gallery for users to change the transparency of the basemap. This would be useful when organizations use their own imagery and add it to the basemap gallery.
There is a custom widget that has the opacity slider functionality you're requesting. Not sure how useful that is to you but here is the link: https://community.esri.com/docs/DOC-2888
