Unlock Frequency tool with ArcEditor (and ArcView) level license

I did use the Frequency tool to process the intersected data in my Python script for data validation with ArcMAP 9.3.
Now my script does not work anymore because this tool is not licensed on ArcMap 10.1 .

I find the Frequency tool to be indispensable for my applications.

I entirely agree that this tool should be available to all. It's a pain to reproduce its functionality with Summary Statistics for tools that I want available to ArcGIS basic users.
