Ops Dashboard Serial Chart category axis labels more options

We need an option in Ops Dashboard to force the axis labels to ALWAYS show for every category. The user needs to see the label for each category on a bar chart.

OR allow designer to select both "Rotated" AND "Staggered" to allow more labels to fit.
