A tool similar to Update (Coverage)

Hi,

We are looking for a GP tool similar to Update (Coverage) to avoid installation of ArcInfo Workstation and its license

Update—Help | ArcGIS for Desktop

Coverage toolbox licensing—Help | ArcGIS for Desktop

We have ArcGIS Desktop 10.3.1/10.5.1 Advanced installed.

Any help please.
