Does Explorer for ArcGIS support offline mode like Collector?

It would be very helpful because we don't always get a good data coverage.

We certainly plan to release Explorer with offline mapping capabilities in a future release. It's a little too early for specific dates, but most likely early 2016 as we are working on building on and enhancing the current implementation in Collector today.

Explorer for ArcGIS currently does not support offline mode. It is on the road map though. See the short term road map at Explorer for ArcGIS | ArcGIS

Collector already has the function, and I don't think it would be very difficult for esri to develop for Explorer.
