The closest functionality to this that comes to my mind is Territory Design tool which is part of ArcGIS Business Analyst Desktop. The below help link details how the toolset leverages some network analyst extension capability (which is included with Business Analyst). Basically drive time or distance and some historical time of day/traffic analysis.
