If I'm using the API via a publisher account, what functionality am I restricted to?

I'm trying to add/remove users to groups that I own, is that restricted to the admin role in the API? I'm getting 'notAdded' and 'notRemoved' for users that I can manually add and remove via AGOL web interface.
