Create Mobile Cache Toolbox Error 000816

Question

I'm new to ArcGIS for Windows Mobile, though I've had some good experiences with ArcGIS Online and Collector.

At the moment the "Create Mobile Cache" tool continually reports ERROR 000816, indicating the tool is not valid. Has anyone experienced this and found a solution, or does anyone have any ideas in general?
