Question:  is the CefSharp.BrowserSubprocess.exe running on your machine experiencing the issue?  Open Task Manager to verify.

A workaround to fix this error message is as follows:

1. Click the Start button lower left of your PC.
2. Type Edit environment variables to open the Environment Variables interface.
3. Click the Path variable in the first box of User variables for <your user profile>.
4. Click Edit and move the C:\Program Files (x86\ArcGISMaps\Office to the beginning of the PATH variable.
5. Start Excel and try to login again.
6. What is the result?
