Licensing Enterprise GDB without configuring AGS

Hi,

i've got the following client's requirement:

1. wants to set up an Enterprise GDB (PostgreSQL)

2. has a propriate ArcGIS Server license. 

3. Does not want to configure/install AGS.

My question is how to create the license file needed to create an enterprise geodatabase? Can the Authorization-Wizard be used? Or is it possible by using ArcGIS Administrator?
