I added a topographic map as basemap and it is not what I want. I can't get rid of it and when I try to add another layer (USA States) It says to click on the title and it will provide an option to use it as basemap. This never happens.
I assume you have logged in using a valid ArcGIS Online Organizational account. Could you check if you missed anything in Choose basemap—ArcGIS Online Help | ArcGIS ?

Most likely the cause of the issue being experienced is that the layer (USA States) is a feature layer which is not a supported basemap layer type.
