FeatureLayers and GraphicsLayers added dynamically to map are not replicated when panning around world. Once the user pans past the edge of the map and the map "wraps", the layer added to the maps through my javascript no longer appear.

That is a known issue and will be addressed in 4.1
Is there an ETA for 4.1? Is there a way to prevent the user from panning past the edge of the map?
