I'm only able to export to a file gdb. All other options either have no response when I click next or they go to a blank screen. I've exported to a webscene from this CityEngine file before so I don't understand the issue. I've added a few things to the scene but nothing different data wise than what is already there. Perhaps it's just me but I seem to get inconsistent results with CityEngine, same process will often not replicate itself.

Have you tried the usual series of restart CityEngine, restart computer, crossing fingers, etc.?
