Is it possible to have repeat records sorted sequentially by a user entered date field rather than the order the records were added when a record is accessed via the inbox

No, this is not possible. Repeat records in the navigation of the repeat section are ordered by default in the order they were collected/created.

We want the newest repeat to appear on top when the form is first opened in the inbox
