Arc Map 10.4 Software does not have publisher Extension

Is it necessary to have Publisher Extension in the target machine to open the Published Map Format?

What might be the solution for the above mentioned problem?

Published Map Files (PMF) can only be opened in ArcReader by default. Changing the options within the ArcGIS Publisher Extension allows a PMF to be created so that it can also be opened in ArcMap.

You need to uncheck 'Open in ArcReader Only' option and check 'Unrestricted access to contents of Published Map' while creating PMF.
