html popup in ArcGIS Pro does not recognize percentage signs as spaces?

I'm trying to recreate a popup we have in ArcMap like

"http://www.test.com/DownloadFile.aspx?FilePath=E:\Southern\Apps\test\Data\onelines/test.pdf"

It opens fine using the ArcMap popup but ArcGIS Pro doesn't seem to recognize the percentage signs as spaces and it won't open the pdf.

I tried the configure pop url link but it doesn't work correctly.
