I've been waiting for a week for my tile service to be packaged and published. It's been generating tiles for layer 19 out of 19 for 3 days. Is this unusual?
How big is the tile size?
It can take long time. And the tiles at the higher scales will take much longer time to complete.
Are you seeing any progress in percentage of tiles completed?
It can take a very long time if you're working on a large area. If you use the File - Share As - Tile Package method it will also only use a single core of your machine. The tools in the Tile Cache toolbox can be more confusing but they are able to use more than one core.
