if I embed a web map or app into another website can it still be edited?

Allison - folks have given you good info. Collector requires a map with one or more editable feature services (EFSs), and the map specifically shared with users (e.g. shared with a group, all of whose members are to have editing access via Collector). But keep in mind that the EFS/s can be used in more than one map, and the map can be accessed by more than one app. Many things are possible with such a flexible framework. Keep in mind the differences between and flexibility around components (layers), construction zones (maps) and "finished products" (apps). -- Charlie

Can you give more details as to what you're looking to accomplish?
THank you for your quick reply. I want to make a map with the collector app that is editable by some but only visible to others. I would like K12 students to add points with the collector app while other members of the community watch the points show up LIVE -I don't want the viewers to be able to edit the LIVE map.

I really don't have any exposure to ArcGIS Collector, unfortunately - I have some ideas on how one could go about doing this via a web map using the ArcGIS JSAPI, though! If that were the case, I would probably look into creating an HTML5/JS mobile app where users with perms could log-in and add/update data, then, consume a streaming service in a JSAPI mapping app which would allow you to display the updates as they are made in real-time.
As I understand, ArcGIS Collector performs data collection out-of-the-box without a need to develop anything - you can probably configure this:

I would also check-out the FAQ - FAQs—Collector for ArcGIS | ArcGIS - it looks like there are some questions related to configuring and setting-up perms.

This is really easy to accomplish. You can use the "collector feature service layer" as a map for the App you create and configure it so people can see the data and get the information pop-up when they click on it but not edit the data.
At the same time you can use the same "collector feature service layer" with the students collecting/creating and updating data points, lines or polygons.
