Is it possible to Download NAIP for Mobile Package Use (Or Alternative)?

Hello everybody,

I am wanting to download my map with the NAIP imagery for Kentucky to a mobile map package, but the layer type is not supported in runtime content. I am using the KY server, and am unable to download the NAIP imagery from the server which I suspected. Does the USDA make this data free/accessible? I have searched and have not found where I can have a download of it and allow the use for a mobile package. 

IF NOT, is there a good aerial imagery substitute that I can use for offline use (need a good basemap).
