Very little that isn't in published journals or in academic texts.  I would suggest those as your first point of reference.  I presume you have waded through the help files on the specifics of Moran's and more general topics as discussed here.

In short, outliers is identified as a problem and a large number of papers/discussions address this issue.  Specifics on your part may help.
