Anyone have a solution for api 3.x that offers what 4.x does with the map view padding?

I know the Map View and the Padding option that comes with it is new with api 4.X but I wondered if anyone had a solution to use in 3.x? I have some panels that overlay the map and I want to offset the map center point like you can do with MapView Padding.
