With JSAPI4.10 How to get the graphics array in streamlayer?
streamLayerView.graphics.length is 0
I would recommend watching "updating" property on StreamLayerView. You could find an example here: StreamLayerView | API Reference | ArcGIS API for JavaScript 4.10
Since StreamlayerView has " data-received" and "updating", how and when to build a list according the newest data by calling queryLatestObservations()?
I use the StreamLayerView.queryLatestObservations() method.
