how do i create a feature layer from document link?

I want to display a part of this data (using filters and actions) on the operations dashboard.

this data is also in the map (and i imported it as a feature layer in the map view). but I am not able to create lists.

what am i missing?

I'm not clear on what you're trying to do - what do you mean by "document link"?

FYI, information on how to create feature layers in ArcGIS Online,

This statement seems to contradict the label of your post. If the data is in your web map as a feature layer, then it should be accessible for the List element.
