Can workflow manager function strictly through the server without a direct database connection?

We have a need to implement workflow manager without a direct connection to the workspace by a desktop client.  The workspace will be stored in the cloud.  Does the server application and api provide enough functionality so that desktop users can operate the workflow using the server application?

The short answer is it depends.  You need at least one desktop connection to configure the diagrams and workflow properties. After that you may be able to use just the server extension but it depends on what you're trying to accomplish.
