ARCMAP-READING DATA PROPERTIES

Hello,

I am using ArcMap 10.4.1 reviewing a shapefile properties which shows Latitude of Origin. Is this referring to the projected ellipsoid origin ? Also, below this is Angular Unit: Degree (0.01745...) what exactly is this referring ?
