Is it within the terms of use to use the REST API be from a server-based application?

I found from https://community.esri.com/thread/169588 that the SDK cannot be used from inside of server based applications, but would it be acceptable to access the services directly without using the SDK? I looked through https://developers.arcgis.com/terms/ and could not find anything disallowing it, but it is difficult for me to be sure.
