how to get ArcGIS for Home Use if the local distributer not supports that since it required you to have an address inside USA

thanks for answering my question.
but how can I model my DataBase (evaluating police patrol using GIS maps and Apps).
I don't have layers for my city that interactive like Esri and live. this is my research prject that I should present to improve the manual work that I this is now.
moreover I want to be specialist in this field since we need it here in Saudi Arabia, you could help me for that.
note: I'm on high Diploma for 1 year in GIS. it's really interesting and I already got my Bachelor in IT and master in Information System moreover I got a 1 year Information System Management in Georgia, USA 2009.

If you can't get a version from the Esri supplier where you live then there may be other options through their book, trials and educational support at this link ArcGIS for Desktop | Free Trial I am not privy to limits to the home use version but it may be more of a matter of distribution so you will have to contact your local Esri distributor as suggested on the site http://www.esri.com/software/arcgis/arcgis-for-home/purchase .
