An error occur when create new nautical product.

Hi

I am doing a job about importing a s-57 data (000) existing cell in to product library. I am trying to import it but it is occur an error that I attached the picture for you. So I need your support of this incident.

I would like to give more information

     1. I am using arcgis 10.2.2, SQL Server enterprise 2012

     2. I can direct connect to the database normally

     3. I am using the product library from http://www.arcgis.com/home/item.html?id=26eb40579b35483abe73942e4b42b260

please help me.
