I have installed ArcGIS Enterprise Standard in my organization. I believe ArcGIS Portal is part of license by default. Do I have to ask ESRI for ArcGIS Portal authorization?

Portal for ArcGIS is included with ArcGIS Enterprise Standard, but it uses a separate license file to activate (i.e., separate from the license file for ArcGIS Server). I suggest you check with Esri customer service to obtain it.
