If you are using ArcGIS Online (No ArcGIS Server), I would suggest you to create a tiled service of the imagery and upload to ArcGIS online using Publish a Tiled Service to ArcGIS Online w/o ArcGIS for Server or Utilizing Your Credits
Then use the following blog to add the above tiled layer to web map of ArcGIS online.

After saving the webmap, you could create an application using WAB or a configurable app.
