Split line at point using Python without ArcInfo license?

Hello There

I just started learning to use Python for this GIS project. I have 100+ lines to split at many points on each of the lines. I want to use Python for this. ESRI webpage says the Split Line At Point function is only for ArcInfo license holders. I only have ArcView license on this computer. Wondering if I can still Python for this task.

Tried it out. Error msg showing "The tool is not licensed".
