Is is possible to configure and download an Operations Dashboard to host on our own IIS Server? Much like we can with Web App Builder. We would be creating the Dashboard through Portal 10.7.1 but can also create it in ArcGIS Online if needed.

No, this workflow is not supported. Dashboard items are not downloadable from an ArcGIS portal. Sorry. Please submit an enhancement request on the ArcGIS Ideas site for ArcGIS Dashboards.
