Apparently Collector 17.0.4 and android 7 don't play nicely with each other. I allowed my android tablet to upgrade from 6 to 7 and now Collector won't load any maps. Some have performed hard factor resets and had success, some have not had the same success. I would rather not downgrade to android 6 again. See the following thread:

EDIT - I found out that it is a Samsung Galaxy Tab E -
