Error 000301: The Workspace is of the wrong type when creating a utility network

I've recently transitioned from using ArcMap to ArcGISPro, and need to recreate my networks.  I'm attempting to create these networks in a local gdb. It is my understanding that you can use either an Enterprise gdb or a local gdb, and that Portal is required to host these files. Has anyone experienced this issue before? any insight would be much appreciated.

Portal is not required when you are working with a utility network in file geodatabase. You need Pro 2.5+ to work with file geodatabase utility networks.
