It seems like opening this tool should take 1 second, not the 30-60 seconds it seems to take on my machine and a colleagues. Both machines are sufficiently enabled so that it should not be the hardware!
What version of software are you using? In my ArcGIS Pro 2.4 , it opens instantaneously.
