Unable to download the Water Utility Network Editing (10.1) zip file

Question

I have made multiple unsuccessful attempts to download the Water Utility Network Editing (10.1) 270 MB zip file from this location:  http://www.arcgis.com/home/item.html?id=385978c927124489b4dc6110eded38df.

Within a few minutes of starting the download, the download speed falls to <5 KB/sec, which means it would take >15 hours if the download didn't keep getting interrupted.

I've recently downloaded files almost as large from arcgis.com without a problem.  This is the only one that seems to be throttled.

Any ideas what is going on?  Is there an FTP or mirror site to download this?

Sorry to resurrect this issue, but I'm experiencing the same issue.  After the first few minutes of downloading the download slows to about 8.5 KB/s.  I left it to run all night last night and it never completed.  Trying again now from two different browsers (IE and Chrome) with the same result.

My IT dept thinks it may be a load balancing issue on the amazon side.  Suggested using cloudfront and provided the following links:
