We have a dashboard portal content item that is still on our file share but is no longer showing in the Portal itself. Is there some sort of way that we can restore/republish the dashboard from the portal content item files?

Unfortunately, the only method to restore items like this is by either rolling your machine back to a saved snapshot using a third party backup system, or by restoring a webgisdr backup. Portal content that resides on a fileshare typically cannot be re-added by a simple file upload, but must be republished.
